Hack:
Economic Development 4.0: A 'Central Brain' to organise community innovation, collaboration, wisdom and effort to prioritise and achieve global outcomes
Economic Development 4.0 is a Central Brain to organise community innovation, collaboration, wisdom and effort to prioritise and achieve global outcomes. It coordinates a "Central Brain" for social, industrial and political networks on the Critical Path to Economic Development 4.0. Each "Central Brain" is a web application that permeates the community and existing hierarchies to coordinate and align individual, organisational, national and international community objectives.
- Economic Development 4.0 is how the world works after applying Web 3.0 (or Facebook) networks to social, industrial and political endeavours
- Web 3.0 person to person networks overcome the design limitations of Web 1.0 hierarchies to deliver global transparency, meritocracy, productivity, accessibility and better decision making
- We can create the Web 3.0 networks on the Critical Path to Economic Development 4.0 in 90 days. We will need the world’s entrepreneurs, philanthropists and statesmen to engineer and inspire their use
- One global Web 4.0 network can replace local Web 1.0 hierarchies. Examples include Democracy 3.0, fueling the growth of SME’s with Equity Market 3.0, Climate Stability 3.0, UNITED (International Governance 4.0) and Health Industry 3.0 plus patient health record.
- Other potential Web 4.0 networks include Education, Resources, Food, Energy and Oil. Peace may be an outcome of UNITED (International Governance 4.0), Democracy 3.0, Education 3.0, and Equity Market 3.0.
Economic Development 4.0 simply uses Web 3.0 networks as a new way to organise. It is a result of evolution and the fact that the world is, or can be, connected by the internet. Why catch the train when you can fly? Why work in opaque, limited Web 1.0 channels when you can work in peer to peer, transparent and unlimited global networks?
Information technology evolution and adoption enables a new way to organise - Web 3.0 networks
According to (some of) the worlds scientists, humanity has a 50% chance of surviving beyond 2100. What proportion of the 50% is caused by opaque Web 1.0 channels? Can our chance of survival be increased with greater transparency, accessibility, productivity and improved resource allocation of Web 3.0 network.
Web 3.0 networks (or "Central Brain") are a disruptive design that overcomes the limits of Web 1.0
The Web 3.0 network “Design” applies Web 3.0 principles to all social, industrial and political endeavours to create Web 3.0 networks or structures using a cloud-based open source content management system to tag and link the people and content within a community of common interest to facilitate information distribution, collaboration and workflow to deliver quality community outcomes. A single person can engineer a Web 3.0 network for any field of endeavour in 30-90 days! I can deliver a “template” network for you in 5 days!
The Web 3.0 network offers the following benefits over Web 1.0 structures:
- Deepens participation: Participation reaches lower tiers by using a Web application to connect all participants in community of common interest in a P2P network.
- Expands features or functionality: The network reproduces what people do everyday online allowing new features and functionality to be added by simply adding new software functionality from open source software communities. Features include market prices, content management, ratings or meritocracy, prioritisation, collaboration, applications and workflow.
- Integrates separate groups or countries: Integration occurs as transparent open web networks transcend, complement or replace proprietary limited information channels needed before the internet. They aggregate the Wisdom of Crowds for superior decision making and focus collective effort on prioritised outcomes.
Central Brain
Every social, political or industrial endeavour or needs a “Central Brain” to coordinate community innovation, collaboration, workflow, wisdom and effort toward valuable outcomes.
Features of a Central Brain
- Transparent – Knows everyone and their intention: Profiles are self published using community specific tags. People can find each other using tag based search which describes “who they are”, “what they are doing” and “what they are interested in doing?”
- Comprehensive – knows everything about a specific community and shares it: information specific to the community can be published by anyone in a single location
- Meritocracy – better decisions: A “helicopter view” and the “Wisdom of Crowds” means better, merit based decisions
- Knowledgeable with community based linking of information to provide a “helicopter view” of each member and the community or ecosystem
- Efficient – simply reproduces what people do everyday in an online community
- Simple, standard processes – standardised business processes and managed workflows
- Pervasive – reaches people within existing structures to align organisation and community goals
- Universal – enhances existing organisational structures or a new structure
- Effective – effectively allocates resources amongst competing consumption and investment options
- Interoperable – tag based data can be freely shared with search engines and other central brains
- Respectful – each user can freely choose to participate, contribute, share (or link) or maintain their privacy (or anonymity)
- Focused on valuable outcomes: members can influence outcomes with ratings, voting on priorities and incentives provided by members
- Adaptable and learns with new features and innovations provided instantly by open source communities
- Ubiquitous: can coordinate the effort and wisdom of two billion people using web applications and the reach of the internet
Every social, political or industrial endeavour or needs a “Central Brain” to coordinate community innovation, collaboration, workflow, wisdom and effort toward valuable outcomes.
We need to build the Web 3.0 online social, political and industrial networks on the path to Web 4.0 and pull in the next stage of economic development, environmental sustainability, awareness, life, work and global governance. The global integration of these Web 3.0 online networks may be considered Web 4.0.
Economic Development 4.0 - an integration of multiple "Central Brains" in many endeavours
Economic Development 4.0 is the widespread use of web based person to person structures by social, industrial and political endeavours to deliver global transparency, meritocracy, accessibility and productivity. These endeavours include industry, Democracy 3.0, Climate Stability 3.0 and processes of innovation. Economic Development 4.0 focuses the collective effort of a UNITED 3.0 community to engineer global transparency, meritocracy, productivity, accessibility and quality of life. Economic Development 4.0 also delivers global community governance to decide values and priorities internationally (with UNITED 3.0) and nationally (using Democracy 3.0). In summary, it makes the world a better place. Improved governance, resource allocation and decision making are likely to have a profound impact on many issues confronting our world.
UNITED 3.0 is Web 3.0 community to engineer global productivity, transparency, meritocracy, global governance and quality of life by aggregating the Wisdom of Crowds and effort to implement Economic Development 4.0. Economic Development 4.0 is the widespread use of web based person to person structures by social, industrial and political endeavours to deliver global transparency, meritocracy, accessibility, productivity and quality of life.
All Economic Development 4.0 networks apply Web 3.0 principles. This includes semantic search, peer to peer networks, communities of common interest focused on a common purpose, comprehensive user generated content, workflow management, scalable open source web applications and cloud computing power.
A few "Central Brain" networks in detail
Equity Market 3.0
The Equity Market online network is a Web 3.0 online network (or Facebook) which allows companies, advisers and investors to see straight through the market and collectively self-publish, match, learn, validate and consume 20+ types of equity market content in hours (not months). It is a platform for a global market. It provides a costless and immediate means to distribute information, facilitate collaboration, exchange content and facilitate transactions. The system provides applications to enable companies, advisers and investors to do what they do everyday in an open, transparent internet platform. Content includes Profiles (companies, advisers and investors, countries, industries), Classifieds (Research, M&A, Investment, Employment, Project, IPO / Bookbuild, Events) and News (Audio, Video, Blog, Article, Announcement, Report, Pictures).
I aim to crowdcreate Equity Market 3.0 in 20+ financial centres and ignite Economic Development 4.0 in 365 days. I will deliver a 5 day "Central Brain" template (Lightning Strike) to ignite Equity Market 3.0 in each country or Economic Development 4.0 networks on the critical path.

Democracy 3.0
The Democracy 3.0 online political network (EDemocracy) is a Web 3.0 online political network (or facebook) which aims to enhance democracy by providing a costless and immediate means to distribute information, facilitate collaboration, exchange content, manage workflow, deliver transparency and allow political sovereignty to be exercised directly by citizens. The content includes profiles, processes and outcomes. Profiles are self-published by each politicians, citizens, government executives and institutions. Process content includes issues (military, economic, social, environmental, etc), Priorities, policies (proposed, pending, current, redundant), Projects (government expenditure, volunteers, partners needed. Outcome content includes announcements, videos, audio, reports (feasibility, economic, financial, environmental, industry, market) blogs, pictures and articles. All content is linked and rated for quality and quantity.

Health 3.0
Countries have struggled to implement a single health record despite the compelling advantages of doing so. The solution to the key barriers to creation of a patient medical record is to make available a Web 3.0 network that allows the patient (or their representative) to manage a patient profile which can accept invitations to link content from other participants in the health industry.
The Health Industry 3.0 plus patient health record network allows organisations (including hospitals), health care providers (including doctors) and patients to see all information in the industry and collectively self-publish, match, learn, validate and consume 20+ types of health care information. It is a platform for a global audience and provides a costless and immediate means to distribute information, facilitate collaboration, exchange content and facilitate transactions. The system provides applications to enable participants in the health industry to do what they do everyday in an open, transparent internet platform. Each participant simply agrees to “link” and “share” content with other participants to create a patient medical record.
Comprehensive health information is distributed direct amongst organisations, providers and patients in real-time, rather than slow, labour intensive, opaque channels in regional markets. Patients can publish all their health information at one location. Providers can find patients in different regional areas matching their speciality and volunteer their time to patients in less fortunate markets. Hospitals can reduce patient demand on their infrastructure by coordinating care remotely, possibly using remote monitoring devices. This Web 3.0 online networks delivers a globally transparent market with instantaneous exchange of comprehensive information using Web 3.0 principles. Market participants can find each other using tag based search in hours, rather than use 3rd parties for labor intensive searches.

UNITED 3.0 (International governance)
UNITED 3.0 is a Universal community Network to implement the Innovation, Technology, Entertainment and Design networks underlying Economic Development 4.0.
Linux is one of the largest, most complex engineering projects in the world. It is created by aggregating the volunteer efforts of individuals and contributions of corporations that align their strategy with the principles of free and open source software. Economic Development 4.0 can be created in the same way except the outcome will be Web 3.0 networks on the Critical Path to Economic Development 4.0.
Existing economic development and philanthropic efforts are fragmented and overlap. There are significant benefits provided by a Web 3.0 network that provides transparency and coordination to economic development initiatives globally. The potential of globally coordination of such efforts is also a real prospect given the significant benefits of a UNITED approach.

We can create the Web 3.0 networks on the Critical Path to Economic Development 4.0 in 90 days.
Entrepreneurs, philanthropists and statesmen need to provide the inspiration to create Economic Development 4.0 and inspire consumer adoption of its underlying networks. How many do we need? We need 5-10. Open Letters are a means to contact people and organisations on the critical path to adopt or align their objectives with the pursuit of Economic Development 4.0.
Initial Open Letters will focus on people that may be interested in more than one Web 3.0 network.
And, ofcourse, promoting the idea through the Management Innovation Exchange!
Hi marcus, great hack! I would like to accelerate my project Integrated waste managemnt(Green Re-cycle.com on face book) but am having troubles accessing your site.please help.Green Re-cycle.com
INTRODUCTION
The integrated waste management system (Green Re-cycle.com on facebook) is a Geo-social network like foursquare social network with gaming feature which enables people of different social back ground to invest on the Commodities Futures Exchange and the Stock Exchange. People can invest using their waste, money and by working for a recycling company.
The current state of affairs in which investment trends are moving away from the stock exchange to the commodities futures exchange and the fact that people at the bottom of the social pyramid have little disposable income to invest on both, makes it is necessary to come up with an alternative investment scheme that enable the poor to invest on these exchanges. In addition, the waste management of cities highlights an opportunity for redirecting resource (after recovering them) from bins and sewers of both the poor and rich into investment schemes. This is the Integrated Waste Management System (Green Re-cycle.com) .Its purpose is to manage waste by techniques used to raise capital for various businesses on the stock exchange. Since waste of different kinds can be used as the principle raw material by various companies, it is therefore some kind of capital .This waste can therefore be recycled in the most cost effective ways by experts using different processes to produce different kinds of goods [see you tube and linkedin: weima , komptech , 2k manufacturing] .The major difference that this approach has to other proposed systems is that the person producing and depositing waste becomes a shareholder and has the rights to invest in whichever recycling business he or she chooses. Just as on the stock exchange, shares can be acquired on primary and secondary markets or by working for a recycling company.
The processed waste can first be turn into purified commodities and then into finished goods. Since these recycling companies listed on the stock exchange will eventually end up trading on the commodities futures exchange, the futures contracts they engage in will help their investors to see their future earnings. Where the recycling companies do not add value beyond the purification level, the manufacturers will have a local supply of processed material to make their goods. If these manufacturing companies are listed on the stock exchange, Investors of the recycling companies will be able to analyze their performance through the commercial market and stock exchange. So the investors of the recycling company will be able to understand the whole value chain and be better informed to invest in other related businesses along this value chain.
The most critical components In this system are those that have evolved from internet and mobile networks [Internet and mobile banking ,dodgeball ,foursquare ,e-bay, amazon , trading of shares and commodities on the Internet etc],thus making e-commerce possible. This makes transaction nearly instantaneous. The ease with which people of different social background can participate is quite significant.
Another feature that makes this system effective is the GPS [Global Position System].This makes it possible to locate various kinds of waste. The coupling of GPS with the qualitative information gathered at the site and transmitted through Internet and mobile networks makes collection of this waste by interested companies efficient [see Dodgeball, Foursquare, tweeter, Facebook etc].
To make this possible the whole architecture of waste collection from the point of collection to the place where the waste is recycled has to be adapted. Perishable food stuff such as vegetables and leftover meals, should be vacuum sealed before being turn into feed for fish and livestock [tables of citrus on pages 3].
The bins used to carry the waste can be further modified so that different kinds of waste can be placed in different compartments. A bar code placed on the bag containing the waste identifies the person depositing the waste, the kind of waste [quality and quantity: see KTZ-Terberg and kliko on you tube] and the destination of the waste. This information is transmitted through internet and mobile networks to logistics companies which can then distributed the waste in much the same way postal services distribute mail. This happens after the waste has been collected and placed at a strategic location for it to then be transported to an appropriate recycling center. These transactions can be facilitated by some of the software and hardware belonging to craft silicon and KTZ-Terberg and Kliko.
All this suggests the mass use of Smart bins and Smart Toilets (see bill gates reinvents the toilet on you tube) which can be designed to record the details of each and every person that uses them and then send this information to a database of a recycling company. Conventional recycling is a mature industry so I will concentrate on biological recycling.
BIOLOGICAL RECYCLERS
All the biological agents used to recycle organic waste have a great capacity of consuming waste and of multiplying quickly so that the problem can be handled as soon as possible. Four biological agents have been chosen to help do this. These are fungus, bacteria, plants and fish.
1] Fungus has the capacity to grow rapidly from spores and can therefore colonize a substrate of enormous quantity.
2] Bacteria multiplies by binary fission.
3] Fish lay a large number of eggs and can therefore quickly multiply to march the supply of waste that has been turned into feed.
4] A large number of plants can be propagated by seeds, cuttings and tissue culture.
BIOLOGICAL RECYCLING CENTRE
By grouping areas of low population density (such as farms) with areas of high population density (such as compounds) - waste that is generated in areas where there is on space to set up a biological recycling centre can be moved to areas where there is space to set up such a centre. One example is a Greenhouse in which plants are propagated in cartons which are used to carry liquids, such as empty shake-shake packs, and plastic bottles recycled into flower pots and plant containers. After their growth has been accelerated they can be distributed among homes near schools, restaurant and hotels. This helps to march the supply of fresh fruit and vegetables with demand and therefore reduces waste by cutting the cost of transport, refrigeration and avoiding over- productivity.
I have recommended the use of technologies of siemen –logo micro automation, SIMATIC S7- 200 and Craft Silicon-Bankers Realm EFT Solution (BREFT ).

Marcus, I especially like your 3 dimensional model of transparency. The linkages of each small cube are often hidden, or not clear, forcing people to go around a block, or appeal to a higher authority to get things done.
The power of each block is dependent on the networking power that they can command, be that through legal, financial, incumbent authority or other sources of power.
The implementation of your hack will expose power balances and help people access resources to get things done.

At long last someone trying to democratize Economic Development! The steps taken to improve quality of life for fellow citizens has been so fragmented for so long. Each agency, NGO, club, government, party all go after the goal of ED but in their own independent ways. Why? Because each believes they have the answer, or part thereof, and this have their own systems, structures, heirarchy to implement their vision of ED.
Reality is different. We have the resources to solve poverty, hunger, conflict - but we dont. Is it because we cant? No - it is because we dont communicate and interoperate in a manner that allows leverage instead of competition.
This concept of a "central brain" is bringing structure and universally acceptable process (cos both get defined by participants), to the field of Economic Development. In a way it also democratizes this endeavour as it provides a means for those who are the targets to be able to participate. Imagine the benefit of disaster victims being able to give immediate 24x7 feedback about aid direct to the whole organisation. The various social networks also give this access and broadcasting, but in an unstructured manner without any process, and the platforms have commercial goals in "their DNA". Thus such platforms are not open to inspection, audit.
Mr Cake's hack is a gift to the world in that he has take his own observations from fields of banking, investment, NGOs and synthesized this into a platform to address this need for coordination vs competition, transparency vs opaquness, crowdsourcing vs fund sourcing. A new world awaits if we can action this.

Warning for global suicide and time running out, the UN's Ban Ki-moon called last Friday at Davos for revolutionary thinking and action to ensure an economic model for survival. Could this be such revolutionary thinking?

The management technology has evolved beyond what has been described here. The economic development with out the concurrent human development is bound to be ineffective. The empowerment of the political systems (as described here: http://www.ucmss.com/main/papersNew/papersAll/EEE4650.pdf) are essential for human as well as economic development to occur in 21st century and beyond.

So true! We need a more inclusive, multi-faceted approach. There is no silver bullet, and everything is in everything. So the solution has to include/involve not only tech and process, but also cultural (at large), people development, and organizational/structural aspects. (And if I may: can we please stop with the 3.0 & 4.0 thing? We'll need at least another century to get to management 2.something!) - @cdn

We simply don't have 100 years for evolution to take its course. We need a plan for action.
- Web 1.0 (read or information distribution)
- Web 2.0 (participation, read-write). We are just moving out of Web 2.0.
- Web 3.0 (collaboration/execution, read-write-execute)
- Web 4.0 (integration, read-write-execute-link).
- 1.0 refers to the status quote channels and hierachies (information distribution)
- 2.0 is a refererence to people interacting through the web (social participation). We are here today!
- 3.0 is a reference to collaboration and execution of the web by social, political and economoc endeavours (national collaboration)
- 4.0 is a reference to linking social, industrial and political endavours (international integration)
