A Simple Change: Just Can't Say No

One of the biggest problems with all the layers of bureaucracy is that each one of those layers can (and does) say no, squelching every promise of genius bubbling in the organization.  Tune your ears to your organization, and get ready to be amazed at the number of times in a single day that an idea is killed by a stall, or by an outright no.

Change the rules of the game, and build a culture of helpers instead of naysayers.  Limit everyone to two nos  per day.  No answer or "maybe"  = no.  Any smart player realizes that she/he  has to reserve one no for the insane request  that may wander in,  which means that everyone is really limited to a single no per day. When someone doesn't really love an idea, she/he has to offer a friendly amendment, an improvement, to build on the original idea.  This keeps the ideas moving and improving, and engages the original inventor and someone who might before have just brushed an idea off.
