A Crowdsourcing Strategy To Create Jobs

Hi Everyone.  Polly L. recommended that I put this question in the Barriers section:  I would like to hear your suggestions as to how government, private industry, non-profits, unions, and academia can work together to create jobs.  Assume there are no restrictions on how leaders from these sectors can interface.  Please be specific in your responses.
