Innovation in Education - how can we measure it?

Innovation in education is being played out in MOOCs and many other ways. However, rather than just jump on the latest  bandwagon I am interested in how to measure the innovation capability within an education institution.  This will help find the gaps, upskill staff, measure progress, and avoid the trap of assuming that 'online' is the only form of innovation that education needs.

Has anyone got experience in this, and in a perfect world, benchmarks we could work from?
