Wrong. With properly implemented prediction markets this is easily possible. The value of this is a step change but may incur management terror.

I spent 2 years looking at different business value propositions for PM's in internal use and 6 months implementing and embedding two in BAU at a large consulting company. One internal and one public one.
The requirements and configuration are quite different depending on what you want to do. How you seed the market is fundamental, how you develop questions, who runs it etc etc.
The WAY that you implement the market is absolutely crucial and that means that unless you understand it as part of a larger management innovation initiative it will end up an expensive white elephant.
Several significant implementations have ended up in this bracket to my knowledge. Where they have been successful (GE, Motorola and others) they have been thoughtfully integrated in a larger context..
Applying prediction market technology to making a fractal organisation with collaborative strategic and business development has not yet been done. I would give a lot to to work on that. I think it needs an enlightened management or one willing to be enlightened but I don't think it would be that expensive (compared to a lot of change programmes which fail in the end anyway because they don't engage employees).
