Instead of taxing profits, tax a fee for every job that is sent overseas. A progressive tax based on national employment. (50% US workforce, 15% corporate tax rate. 25% US workforce, 25 % corporate tax rate and so on) Provide incentives for US employment.
Tax companies based upon their imports/exports percentages (reduce the trade deficit).
Give corporations an incentive to work for America's best interests with tax breaks. Those companies who invest in America get investment back as lower taxes.
Have taxation set on a national set of priorities. We disconnect any positive relationship between government and corporations when we focus our taxation solely on gains and profits. Instead, it is a constant tug-of-war.
1. Solvency. Through not-so-complex reincorporation etc, it's nearly impossible to determine whether a "job" was "sent" overseas. There is work that needs done, but that doesn't necessarily equate to a "job". And "sent" overseas can be to a different company, same ownership, or something akin.
2. Antithetical to Moonshots. The proposition seems to be anti-flattening of organizations. "Keeping" jobs where inefficiencies exist is another way of saying NOT distributing power, NOT creating a democracy of information, NOT retooling for a borderless world, NOT de-politicizing decision-making, NOT disaggregating the organization, and NOT unleashing capability or mending the soul.
3. U.S. tax code does need to be rewritten. A Value-Added-Tax is one proposal that is flattening because it is borderless. You sold a $600 iPhone? Each step of value-add along the way owes its percentage of the tax. It is some of the highest corporate taxes in the world that cause businesses to suffer if they keep entire operations in the U.S. If staying here is the goal (I don't think it should be, but even so), then incentivizing staying rather than punishing leaving is the right approach.
