Summary
Almost a century ago the following analogy could be made:
"A criminal is a person with predatory instincts who has not sufficient capital to create a device for obtaining profit without taking responsibility."
Description
The analogy is based on the sayings of two different personalities:
A: Corporation: An ingenious device for obtaining profit without individual responsibility. ~Ambrose Bierce (satirist and part of the realism movement The Devil's Dictionary; 1842-1914)
B: A criminal is a person with predatory instincts who has not sufficient capital to form a corporation. ~Howard Scott (the engineer that defined the idea of technocracy; 1890-1970).

The main idea for what Ambrose Bierce wrote about the corporation is partially true: it is an entity created for a specific purpose => create a business plan for an established market or develop a new niche in an established market and use the life cycle’ principles for developing financial flow that ends each cycle with a portion of the financial flow remaining as profits; all these processes being done with limited responsibility, depending on the corporation’s framing.
According to Howard Scott’s perspective the corporation is a vehicle that is developed when there is sufficient capital for a person that has some specific soft and hard skills otherwise that persons with those certain skills has the tendency to transform itself into a criminal.
Root Causes
The two analogies are created by two distinct personalities, Bierce is an American writer that was known for his satiric vantage points on the American life and Scott was an American engineer that created technocrat trend and he had an analytical perspective on processes, cycles and economic movements.
Solution
If Bierce’s view is direct and analytical on defining the corporation, Scott’s vantage point sees “over the rainbow” and underlines the real deal: the entity that powers the economic entity is the human being that has certain soft and hard skills so the resulted analogy: “A criminal is a person with predatory instincts who has not sufficient capital to create a device for obtaining profit without taking responsibility.” underlines the fact that the difference between a predator and CEO is just his or hers luck in expressing himself or herself in the path through life.
Although the two sayings seem to fit like a glove they don’t cover the entire truth. Why? Because sharpness shouldn’t be seen as a negative characteristics, it should be part of the soft skills needed by an entrepreneur or a CEO and come together with that one thing that separate a small bunch of them from ordinary people: guts as the ignition for the development of a corporation, but also part of the main characteristics of criminals together with temper.
