OK, I think I see. You want to de-link one's title from authority and link it to their accountability. The two concepts ought to go together but the term manager is only associated with authority and so a new term is needed invoking a sense of accountability for resources and results. How about "Resultager"? Or what about "Integer'? The word "integer" comes from the Latin meaning "whole" or "untouched" and it probably the root for integrity. Calling an manager and integer could come to mean embodying both a sense of authority and responsibility or accountability.
